Tokyo Plans 1GW Floating Offshore Wind Power Facility

The Tokyo Governor, Yuriko Koike, announced at COP29 that the Tokyo Metropolitan Government (TMG) will develop a floating offshore wind power generation facility with a total output of 1GW. The floating facility will be located near the Izu Islands to the south of Tokyo Bay off Japan’s east coast. According to the TMG, it will be the biggest floating wind installationin the world. However, specific details, such as the timeline, have yet to be determined.

Decarbonization Goals for the Izu Islands

Based on the Remote Islands Development Law revised in November 2022, the TMG has formulated the “Tokyo Metropolitan Government Remote Islands Development Plan (FY2023 – FY2032),” or TMGRIDP, which provides an outline plan for the Izu Island development over the next 10 years.

The TMGRIDP includes the Oshima Island Development Plan, which aims to develop the island using floating offshore wind. Additionally, Oshima Town aims to be selected as a “decarbonization leading region” by the Ministry of the Environment (MOE), and to build “an Oshima model for decarbonization” through #renewable energy, including floating offshore wind power.
