Japan’s Household Electricity Bills to Hit Record Highs in October as Subsidies End
Japan’s ten major utilities say household electricity bills for power consumed in October will reach record highs. Under their government-approved regulated tariffs, bills for a standard model household will increase by JPY 835–1,578 for payments due in November. All ten utilities will record their highest-ever bills, with Hokkaido Electric Power and Okinawa Electric Power exceeding JPY 10,000 for the first time.
For example, a typical household in Tokyo will pay JPY 9,561 for electricity consumed in October, up JPY 1,286 from the previous month. This will surpass the previous monthly record of JPY 9,126 set in December 2022.
Bills under regulated tariffs are calculated monthly using government-approved formulas that reflect changes in imported generation fuel prices over the preceding months. The end of the government’s summer electricity bill subsidies is the biggest factor in the month-on-month increase. Meanwhile, fuel import prices have risen sharply on heightened tensions in the Middle East.
For October, eight utilities have yet to reach the caps set under their regulated tariffs, leaving room for further increases in the coming months if fuel prices remain high. Utilities that have already reached their caps may also face pressure to revise their tariffs in future.
