Japan Emphasises Domestic Supply Chain in Update to Offshore Wind Strategy

The “Public-Private Council for Enhancing the Industrial Competitiveness of Offshore Wind Power” held its first meeting in over four years to discuss a new vision. The Ministry of Economy, Trade and Industry (METI) said it would allocate 15 GW of the 30 – 45 GW domestic offshore wind generation target for 2040 to floating wind projects. METI also presented a draft of the “Second Offshore Wind Industry Vision”, an updated version of the first vision drafted in December 2020, which specifies the floating wind target for 2040. The latest vision is expected to be made public within the week. Similar to current seabed-fixed offshore wind tenders, floating wind projects will also solicit developers in designated sea areas, with the aim of launching the first project around 2030.

The new vision incorporates measures with a focus on economic and energy security. It raises the domestic procurement ratio, including parts, to 65%—five points higher than in the first vision—and promotes domestic production of key turbine components such as nacelles and blades. The government will also explore measures to attract factories from major overseas turbine manufacturers and consider using government subsidies for this.

Funding Strategy and Global Targets for Floating Wind

The government is using a total of JPY 123.5 billion from the Green Innovation Fund to develop component technologies, such as turbine foundations, maintenance systems, and electrical systems, as well as to conduct floating wind demonstration projects in two sea areas off Akita and Aichi Prefectures. Both initiatives are scheduled to run until FY2030, and the tender process for floating wind could begin around the same time.

The new vision also sets a target for participation of Japanese companies in overseas floating wind projects, aiming to expand the total capacity involving domestic companies to 30 GW by 2040.
